I made all the above changes to setup file, INI and MSI files (with both OS ID:S) but I was not able to install S7 Step 5.5 SP4 on Win 8.1 64bit But when I from explorer right klicked on the setup file and selected properties then I could choose to run the file in compability mode for win 7, then it worked.
